MyDIGITAL is an initiative that represents the government’s aspirations to transform Malaysia into a high-income digital nation and a regional leader in the digital economy. The Malaysia Digital Economy Blueprint outlines the efforts and initiatives to achieve the MyDIGITAL aspirations. This blueprint sets out the trajectory for the digital economy’s contribution to Malaysia’s economy and lays the foundation to drive digitalisation throughout the country, including narrowing the digital divide.
MyDIGITAL Corporation was incorporated on 13th September 2021 as an agency under the Ministry of Economy (previously the Economic Planning Unit under the Prime Minister’s Department of Malaysia).

MyDIGITAL Corporation is tasked to monitor the progress of the Malaysian Digital Economy Blueprint (MDEB) and the National 4IR Policy (N4IR), as well as to evaluate implementation performance and results. It also acts as the secretariat of the National Digital Economy and 4IR Council (MED4IRN). The MED4IRN is chaired by YAB Prime Minister to provide leadership and policy direction related to the digital economy and 4IR technology.

Mr. Fabian Bigar was appointed as the Chief Executive Officer of the Strategic Change Management Office (SCMO) on April 19th, 2021. The mandate given to SCMO is to drive change management and ensure the success of Malaysia’s Digital Economy Blueprint. SCMO also acts as the main secretariat for the National Digital Economy and 4IR Council (MED4IRN) chaired by the Prime Minister.
He has previously served as the Secretary of the Policy and International Relations Division, Ministry of Health Malaysia; Director of the Civil Service Delivery Unit (CSDU) in the Prime Minister’s Department; as well as Director of the National Key Economic Area (NKEA) for Healthcare and the National Key Results Area (NKRA) for Low-Income Housing in the Performance Management and Delivery Unit (PEMANDU) under the Prime Minister’s Department. During his time at PEMANDU, he was temporarily assigned to the Presidential Delivery Bureau, Republic of Tanzania between August and December 2014.
Fabian holds a Bachelor of Science degree from Case Western Reserve University, Cleveland, Ohio, USA and a Masters in Public Policy from the National Graduate Institute for Policy Studies in Tokyo, Japan.
